Demand 7: Democratic Internet Governance and Democratic Control over Cyber Security Strategies
Cyber security strategies are not open to public debate and cyberwar strategies are being developed and executed in secret. Advisors are frequently chosen from amongst secret services (BND) and private companies which are part of the US military-industrial complex, such as CSC. Trust in any kind of cyber strategies can only be fostered by ensuring transparency. Only transparency can counter an arms race in cyberspace.
Our detailed demands:
- Democratic control must be ensured and the division of powers must be respected.
- Parliaments must supervise cyber security strategies and their implementation; no cyber attacks unless confirmed by parliament.
- Cyber security strategies must be the result of democratic decisions.
