Demand 12: Cyber Security Centres
We need institutions that make sure that threats from cyberspace are effectively countered. These institutions must be conceived as adequate instruments to attain and improve cybersecurity. Centres for cybersecurity must be organised in a way that makes them protect fundamental civil and human rights.
Our detailed demands:
- Cybersecurity centres must be established and adequately funded and staffed, to effectively address and counteract cyber threats.
- These cybersecurity centres must be strictly and consistently peace-oriented and their work must be transparent. Their organisational structures must be independent of the interests of state security.
- The principle of separation between police, secret services and military is to be rigorously implemented; the exchange of information between these branches must be regulated to safeguard democratic principles.
