Demand 1: No Pre-emptive or Offensive Strikes in Cyberspace
Every nation has the right to defend itself against attacks. But nations do not have a right to attack other nations or effect pre-emptive strikes against them -- even in cyberspace. We demand that governments never use cyber weapons for offensive purposes.
Our detailed demands:
- Nations must publicly declare their renunciation of offensive cyber attacks. Such offensive attacks are generally not legitimate.
- We do not regard economical interests such as intellectual property rights as a legitimate cause for war.
- Contrarily to cyberwar, crime in cyberspace must be tackled according to criminal law, not martial law. International cooperation to prosecute cyber attacks must not exclude covert or military actions [ist das wirklich so gemeint???] -- the international treaties must be extended accordingly.
